An update on proposed Community Solar legislation that will be introduced as part of the 2015 Maryland legislative session.
The 2015 version of the bill is currently in drafting. A formal version of the bill will be available in mid-February. Key elements of this year's legislation will include:
- A focus only on solar technologies (Previous versions of the legislation were open to other renewable technologies in addition to solar.)
- The proposed legislation is comprehensive rather than focusing on pilot projects. (Legislation introduced in 2013 and 2014 was built around the framework of a multi-year pilot program.)
- Unlike previous pilot-oriented versions of the legislation this year's legislation will not include provisions for any specific study related to the costs and benefits of implementing some form of virtual net metering/ community renewables legislation. (The 2014 piloted-oriented version of the legislation authorized the Maryland Energy Administration to implement such a study.)
- Bill sponsors for this year are Senator Victor Ramirez and Delegate Luke Clippinger
